Who created it? This is probably the most frequently asked question about internet. And one of the sites which answers this question exhaustively is at isoc.org/internet-history/.

This site is run by the Internet Society promoted by individuals and institutions which have helped create internet and are committed to its expansion.

The first documented description of internet was done by MIT’s JCR Licklider in 1962 in a series of memos. He described the possible existence of a network through which information could flow to almost anybody. The site says that the history of internet is very complex as its development was not very organised.

Cost of Power

One of the key elements of reforms in the power sector is rationalisation of tariffs. While the professionalisation of state electricity boards and funds crunch are also crippling any gains in this sector, little can happen if the tariffs are not linked to costs.

For instance, while the domestic sector pays 75-375 paise per unit of power the agricultural sector pays 0-50 only. The industry though subsidisies the other sectors by paying 100-500 paise.

Things are changing. The ninth plan has assumed sharp rises in power tariffs for all sector. But in the end the equations will still be same. While the average tariff of all sectors will rise from 140 paise to 325 paise, the industry will continue to pay a higher tariff than agricultural sector. The rises though may not be implementable due to political opposition.
