SHANGHAI, AUG 31: A man went on a rampage in an excavator, killing one and ramming into a local government headquarter building leaving a gaping hole here on Tuesday, official sources said.

The police arrested the driver, Shun Baocai, shortly after 8 am, ending the early morning destruction spree that also left several people injured and vehicles destroyed.

Residents of Shun’s village on the outskirts of Shanghai said he was angry that he had been unable to get official permission to build a new house for his family.

He drove the excavator off a nearby construction site where he worked and used its scoop to attack the village’s Communist Party and government headquarters, tearing a large hole in the wall of the two-storey building.

Officials said he "deliberately drove over Zhang Meiping, the wife of a village party committee member, killing her instantly.

He also used the scoop to crush a sedan and a three-tonne truck at the site before driving away in an attempt to flee. Some people on the roadwere also hit and injured.
