CHANDIGARH, NOV 3: Senior-most college lecturers will be appointed as the acting college principal whenever a vacancy arises. All part- time teachers will be paid a minimum of 25 per cent of the basic pay of a regular teacher when the person is employed in any college affiliated to Punjab University.

This has been decided by a PU committee which met here today. Presided over by the DPI(C), the committee also recommended that the tenure of a part-time teacher shall not exceed one year. The total strength of part-time teachers in a particular college should not exceed ten per cent of the total sanctioned staff strength.

The committee headed by DPI (C) included Deepak Manmohan Singh, Dean College Development Council, PU, Charanjit Chawla of SGGS College, Chandigarh, Joginder Singh, a senator, Satish Sharma of Arya College Ludhiana, Sneh Mahajan, principal, MCM DAV College and Deputy Registrar (Colleges). Sneh Mahajan did not attend the meeting today. The resolution regarding the senior-most teacher being appointed acting principal stated that the provision was required since non conformance to this canon has often "led to controversies in the past leading to dislocation of normal functioning of colleges".

However, the committee decided that the clause will have a rider that the senior-most teacher would be appointed only if the person qualifies UGC norms and should not be facing any serious charges. It may be recalled that teaching work was disrupted at the DAV College due to the row over appointment of principal.
