PUNE, DEC 29: Nationalist Congress Party (NCP) corporator Nitin Jagtap has sought the dissolution of the Pune Municipal Corporation (PMC) and appointment of an inquiry commission by the State Government to investigate the allegedly irregular functioning of the civic body.Jagtap told media persons on Thursday that he would file a writ petition in the Bombay High Court against Municipal Commissioner Ratnakar Gaikwad's scheme of deferred payment to make cement concrete roads and replace old water pipelines.Strongly lashing out at the alleged corrupt practices rampant in the PMC, Jagtap has dashed off a memorandum of demands to Chief Minister Vilasrao Deshmukh and Deputy Chief Minister Chhagan Bhujbal, claiming that he had submitted some 13 files listing alleged cases of corruption and financial irregularities.Jagtap who objected to the municipal commissioner's allegedly arbitrary functioning said there was no need for the PMC to undertake the ambitious project of concreting city roads at a cost of Rs 61.52 crore. ``Undertaking the project on a deferred payment basis would only cause citizens to pay high taxes in the future.''He pointed out that Jungli Maharaj Road which was constructed 27 years ago was in perfect condition despite the onslaught of two-wheelers and four-wheelers on the stretch. Jagtap claimed that people were not happy with the project and newly done up roads had been dug up again to concrete them.Jagtap hit out at another scheme which has been proposed to be undertaken on a deferred payment basis. ``There is no hurry to replace the old water pipelines in the city,'' he said. He challenged the general body resolution which approved works for constructing public toilets in the city. He claimed it was illegal as prior permission of the standing committee had not been taken before inviting tenders.He called for an inquiry into the project of building pay-and-use toilets which was undertaken at a cost of Rs 19 crore and challenged the municipal commissioner's ``arbitrary'' manner of appointing a non-government organisation to carry out the work.The NCP corporator castigated the commissioner's alleged misuse of emergency powers as per Section 67/3 of the BPMC Act towards the construction of a ramp at Hadapsar to transfer garbage. He pointed out the manner in which several employees were illegally appointed.
