CHANDIGARH, June 4:With a view to promote transparency in the Electricity Department, the UT Administration is working out modalities for introducing Bijli Adalats on the Delhi pattern for early redressal of grievances of consumers.
These Adalats — aimed at resolving disputes like excessive and incorrect billing, non-receipt of bills, delay in getting power connections, replacement of faulty meters and non-regularisation of unauthorised excess load will be held sector-wise every month simultaneously for domestic and commercial consumers. The problems of industrial consumers will be dealt with separately, it is learnt.
The idea of holding Bijli Adalats was mooted due to the poor response of the Voluntary Disclosure Scheme (VDS) introduced by the Administration in May last year. This scheme for regularising excess power-load had failed to take off because of the lengthy and complicated procedure, sources said.For the complaint to come before the Adalat, the consumer will have to submit an application in triplicate to the executive engineer of the area concerned on a plain paper indicating the name, address, brief description of the grievance, a copy of the reply received from the office, if any, and a copy of the last bill paid.
These concepts are being adopted in telecom and sales tax departments where long pending cases are amicably settled and also save time of government officials in dealing with these cases.
At a meeting with the Sector 17 traders yesterday, the Chief Engineer, R.K. Jain, had assured them of holding Bijli Adalats. The traders who met the Chief Engineer included the president and general secretary of the traders’ association, Subash Kataria and Jagdish Kalra, respectively.
