NEW DELHI, SEPT 20: Concerned over blind students’ pitiable plight, the Supreme Court has issued notices to all states asking them to show cause why a central scheme for periodical medical check up of blind students to help cure their visual handicap not be adopted by them.

A Division Bench comprising Justices A S anand and V N Khare said under the Constitution a duty was cast upon the states to take all steps to help visually-handicapped to regain their eye-sight to the extent possible.

Additional Solicitor General R N Trivedi informed the court that the Centre has forwarded to the state governments a scheme for periodical check up and treatment of visually handicapped persons admitted to blind schools run by government or voluntary organisations.

The Bench said, `It is desirable to issue notices to Health Secretaries of all the states and Union territories to show cause why the scheme, either as it is or in any other modified form, be not implemented in all states/Union territories.” The Bench said,“The issue involved is of great public importance. It concerns medical check up and treatment of the visually-handicapped.”
