NEW DELHI, April 6: The Congress today said the Rashtriya Swayamsevak Sangh (RSS) was pulling the strings of the Vajpayee Government, asserting the Bharatiya Janata Party (BJP) was not the master of its own house and its “so-called” national agenda was only to secure “disparate and dissimilar parties” to get into the Government.

Charging the BJP with resorting to several “twists and turns” to gain power, the draft political resolution adopted by the All India Congress Committee (AICC) said, “It must be clearly understood, however, the BJP is not the master of its own house and ultimately, it is the RSS, a fascist organisation, which runs the show.”

“It is inherent in the very nature of the political situation that exists, that this political duplicity will at some point of time reach a flashpoint. The Congress will have to play a decisive role at that juncture,” it said.

Recalling its offer of constructive cooperation to the Government, the Congress said it would maintain a constant vigil toensure that the BJP-led Government did not tamper with the basic secular, democratic and egalitarian fabric of the nation.

The resolution said the BJP and its allies had been able to cobble up a majority in Parliament by entering into all sorts of agreements with disparate political elements who had nothing in common except the desire to assume power.

Tracing the pre-and post-election behaviour of the BJP, the political resolution said in its search for allies to contest the elections, the BJP said it was prepared to dilute its agenda on Article 370, uniform civil code, Ramjanmabhoomi, Kashi and Mathura.

“Nevertheless, the BJP in its manifesto reiterated its commitment to all these issues. The calculation obviously was that, on the one hand, they have secured allies who would give them advantage in the respective states and by reiterating its basic stand on these issues, it would retain the support of that section which had always stood behind it in its sectarian approach,” it said.

The Congresssaid the election results came as a rude shock to the BJP when it became obvious that it could not form a Government on its own or along with its allies.

“The national agenda came about as an expedient mechanism to once again bluff the secular forces to somehow ensure a majority in Lok Sabha,” it said.

Making a candid assessment of why the Congress had come to this situation, the resolution said “This is not a time to merely point fingers or pass the buck — this is a time for self-introspection and admission of stark realities that stare us in the face.”

“The erosion in the traditional support base of the party in some important states was one of the obvious reasons which led to this state of affairs,” it said.

It also pointed out “We must also admit the failure to arrive at certain alliances before the elections has also harmed the party. On the other hand, some sections of the party had been drifting away from it and the organisation failed to prevent this in time.”

Party president Soniahad taken note of all these factors and had appointed a committee to go into all aspects and submit reports to her by April 15, it added.
