Another police change of guard, another takeover tamasha.

Anami Roy took charge as Mumbai’s new police commissioner (CP), but five hours behind schedule, much like the four-hour intrigue-filled delay in the anointment of DGP S.M. Shangari in November. Here’s what happened on Thursday:

10 am: The CP’s office and the control room are inundated with calls from reporters about the time of the takeover ceremony. Confusion ends when a news channel runs a scroll saying it’s going to be 11 am.

11 am: TV vans take up position at police HQ for live coverage.

12 noon: Dr Pasricha says he’s waiting for an HC order since advocate Anil Bugde had appealed against his transfer. A TV channel says Pasricha is hesitant to hand over, a statement that upsets him. Meanwhile, ceremony is slated for 3 pm.

2.30 pm: Pasricha speaks. ‘‘There is no confusion. The channel has reported wrongly. I have already made the handover report. Mr Bugde told me not to hand over charge since he was getting a court order and that going against it would be contempt of court. I asked him to get a written order otherwise I would hand over charge at 4 pm.’’

3.10 pm: Advocate Anil Bugde adds to the intrigue when he drops into the office of Prem Kumar Jain, JCP (Administration), carrying some papers. Did he have a stay order? He refuses comment and walks straight into the CP’s cabin with Jain.

4 pm: The closed-door meeting ends. Bugde comes out and is mobbed by the media. In the scuffle, one person falls, feet entangled in the wires. Finally, Bugde breaks his silence. ‘‘We had a showcause notice and were hoping for a stay order but don’t have one yet.’’

4.15 pm: Roy walks into the CP’s cabin and shakes hands with Pasricha. He takes over charge and the two pose for the cameras, later asking to be left alone for half-an-hour for official discussions.
