NEW DELHI, Nov 28: Text of the PM IK Gujral’s resignation letter to the President:

"Dear Mr President,

The Congress has asked me to drop the three DMK ministers for totally unjustifiable reasons. In my letter to the Congress president I had said it was unfair and unethical to tarnish the fair name of a party or to blame the party only because the Jain Commission report, without any substantiated data, has chosen to blame the party and I say, with sadness, the entire Tamil people. While this is not acceptable to me the honourable members of the Congress party have not allowed Parliament to function. Assigning high priority to the national interest I have come to the conclusion that I should submit my resignation to you. My council of ministers and I, hereby, submit our resignations.

May I thank you for all the cooperation and guidance received from you in all these days.
