NEW DELHI, July 22: The officers of the Central Secretariat Service (CSS) will resort to work-to-rule from tomorrow and go on a mass casual leave on July 30 in protest against the reversion of the Cabinet decision to refer to a special committee the matter regarding upgradation of the pay scales of CSS employees.

DPS Rajesh, general secretary of the CSS Section Officers’ Association said today that “the evil design of the IAS lobby to scuttle the interest of the CSS” could well be gauged by a memorandum issued yesterday, which instead of including the pay scale upgradation issue of the CSS employees, had “scrupulously” included another aspect of the Cabinet decision.

According to the decision, the recommendations of the Fifth Pay Commission for creation of an “artificial” intermediary grade stands removed.

Earlier in the day, CSS officers and others held a protest rally at Shastri Bhawan.Meanwhile, about 1,400 engineering and technical staff of the AIR and Doordarshan went on a 72-hour strike against the “adverse” recommendations of the Pay Commission.

Most of the services in the AIR and DD were affected by the strike.The samiti claimed in a statement that all the AIR and DD stations in the North-East were not switched on.

The samiti warned of an indefinite strike if downgraded scale of engineering assistants was not restored, pay parity of technician not given and adverse recommendations in respect of other cadres were implemented without amendment as assured by the Ministry.
