NEW DELHI, Nov 7: The Press Council of India (PCI) has dismissed a complaint by ex-Bofors agent Win Chadha against The Indian Express about a report on him that appeared in these columns last February.

The report, “Winner turns loser” by this newspaper’s Geneva correspondent Chitra Subramaniam, profiled the controversial NRI in well-researched detail. Stung by the report, Chadha approached the Press Council of India and claimed that its contents were, among other things, “wild, baseless and defamatory”.

The Indian Express stood by its report in its submission to the PCI and reiterated that “the article was published after thorough investigation by their correspondent and was based on documents”. As a case in point, the PCI inquiry committee was told, the reference to Chadha’s Swiss bank account was based on information gathered from the bank itself.

“An First Information Report had also been filed against Chadha on the basis of which the Swiss Federal Court granted assistance to Indian (investigators) and transferred Swiss Bank papers that linked Chadha to the (Bofors) bribes.”

Significantly, Chadha did not contest The Indian Express’s submission to the PCI that was sent to him on June 17. As the complainant had failed to rebut the submission, the case was dismissed.
