Power PSUs to sign ‘integrity pacts’ for contracts

All nine Central public sector power undertakings have agreed to work out “integrity pacts” for award of contracts. These pacts would be worked out by the concerned PSU and would be cleared by both the Central Vigilance Commission and Transparency International.

A commitment towards this end was reached after a meeting with all the power PSUs and even BHEL with the CVC on Monday. Speaking to the media at the meet, minister of state for power Jairam Ramesh said that with the scope of works of these PSUs increasing, it is important that they (the PSUs) have greater operational flexibility to take decisions.

The feedback from the PSUs was that CVC guidelines do not act as constraints to take decisions but rather it’s the fear of the ‘consequences’ that prevents decisions from being taken. It is learnt that while the CVC would never engage in “witch hunting” of PSUs, the message that was sent across was that decisions of PSUs should be approved by the board.

It was at this meet that the power PSUs volunteered to join the list of 24 PSUs that already have model integrity pacts. Once a vendor is found in violation of the pact, it stands to “lose bid security” and can even lead to the “banning and exclusion of vendors from future dealings”.
