Victory changes perspective. But it has taken three victories for Chief Minister Narendra Modi to begin to believe that the development card may well ace the Hindutva card.

After the post-Godhra riots, Modi had pushed hardline Hindutva to ride to power in Gujarat. If people thought the election victory would mellow him, it did not: he persisted with hardline Hindutva so long that it came to be known as Moditva.

But during the election campaign in Madhya Pradesh, Rajasthan, Chhattisgarh, and Delhi, his party, the BJP, laid more emphasis on development. BJP victories in three states out of four — when pollsters predicted no more than two —have changed the way Modi speaks.

Now, he too is talking development.

At the Bharatiya Janata Legislature Party (BJLP) meeting in Gandhinagar on Monday, Modi exhorted MLAs to fan out across the state and educate people on development works in view of the forthcoming Lok Sabha elections.

The Chief Minister also unveiled his government’s plan to take out a Siddhi Yatra across the state from December 15-22 to highlight his government’s achievements of one year.

‘‘Carry the message of development to which our party is committed,’’ Modi told the MLAs. Significantly, he did not touch upon any Hindutva theme — apparently taking a cue from the Central leadership, which successfully used the development card to chart victories in Madhya Pradesh, Rajasthan and Chhattisgarh.

At the meeting, MLAs complimented both the Chief Minister and state BJP president Rajendra Rana for ‘‘working hard’’ to bring victory for the party in the three states.

The state unit, too, has shifted gear. At the party meeting in Ahmedabad on Monday, Rana asked workers to emphasise on development.

Rana also met senior leaders of nine districts where the party has so far not announced district unit presidents. It is said that a compromise has been worked out and that district unit chiefs will be announced by December 15.

For the Ahmedabad unit, workers have agreed to have Asarwa MLA Pradeepsinh Jadeja as president, replacing Mayaben Kodnani.
