PC Pandey was the Ahmedabad Commissioner of Police during the riots that followed the alleged torching of Sabarmati Express near Godhra station in which 58 kar sewaks were killed. Although the official death toll (from February 28 to March 5) in the city stood at 234, Pandey had claimed that his force had done a “commendable” job in containing the violence. Appearing before the Justice Nanavati Commission, he deposed that he could not “recall” what had happened
in 2002.
He was shifted from Ahmedabad, following an IB report in May 2002. However, he was later made the additional DGP (armed units). In February 2004, he went on deputation to CBI as additional director general. Reports appeared that Chief Minister Narendra Modi had asked then Home Minister LK Advani to get a posting for Pandey in
the CBI.
He joined the CBI at a time when some civil rights groups had demanded a CBI investigation into the riots cases. Litigation in this regard was pending in the Supreme Court.
However, as soon as the Congress-led UPA government assumed office at the Centre, Pandey was shunted out from CBI and made DG of Indo-Tibetan Boarder Force. In June 2006, the Modi government made him state DGP.

Mysorwala was in-charge of Naroda police station when communal riots broke out across the city. Around 100 people were burnt alive in various areas under his jurisdiction on February 28, 2002. It is alleged that on that day, Mysorwala left Naroda-Patiya at around 5.30 pm just as a massive mob gathered to surround the Muslim localities. By the time he returned, at least 58 persons were burnt alive in Hussainnagar Ni Chaali. Mysorwala was
also mentioned in the
IB report.
In his testimony before the Nanavati Commission, he revealed that field officers, including him, had instructions “not to send any message to police control room over their wireless sets as the frequencies would be unnecessarily jammed”. He was shifted from Naroda police station in March 2002 and sent to the IB at Gandhinagar. In December 2006, Mysorwala was promoted as Deputy Superintendent of Police at Rajkot (rural).
