NEW DELHI, March 6: There have been mixed reactions to the Ministry of Personnel's decision to upgrade the post of Police Commissioner to the rank of Director General of Police (DGP) and the creation of a new layer of posts below him of the rank of Additional DGP.While police officials agree that professionally it was a big step forward, they are divided on whether it will make the administration more effective.``Administration will be top heavy,'' said an official. ``But many officers were stagnating for a long time before being promoted. Other states have many more levels. Professional growth is important.''Other officers say efficiency will increase. ``A promotion will result in increased efficiency on the part of the person who is promoted,'' argued another official. ``This was long overdue. It will motivate people at top posts.''According to the Fifth Amendment Regulations (1998), IPS, the post of Police Commissioner will be held by an officer of the rank of DGP. Till now the post was held by an officer of rank of Additional DGP. Also three new posts of Special Commissioners will be created for Administration, Intelligence and Security and Traffic. The posts will be held by officers of the rank of Additional DGP.In place of the post of Senior Additional CP, the post of Joint Commissioner will be created which will be held by an officer of the rank of Inspector General who will be responsible for Vigilance, Armed Police, Operations, Rashtrapati Bhavan, Crime, Training and Range.The numbers of ACPs will be increased from nine to 10 which will be held by DIGs. The ministry has also ordered that at least seven Additional DCPs be from the AGMU (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre.
