Prime Minister Manmohan Singh today formally inducted Montek Singh Ahluwalia and members of the Planning Commission. His direction to them was to find out ways and means to make the delivery system more efficient and effective.

Addressing the first meeting of the Commission, Singh, who is its chairman, said it should focus on how to implement the assurances made in the common minimum programme (CMP) and the Budget.

Speaking to newspersons after the meeting, the Commission’s Deputy Chairman Ahluwalia said the Prime Minister was concerned about the delivery system and this was the focus area for the Commission where its mandate besides providing additional resources would also be to look at the question of improving the efficiency of the system.

On the issue of allocation of additional Rs 10,000 crore earmarked in the Budget for the Planning Commission to carry out special promises of the CMP, Ahluwalia said: ‘‘We are working on that very hard and hopefully in a couple of weeks time, we will have the answer.’’

The amount would be allocated to different social sectors, reflecting the new priorities of the government as indicated in the CMP and the Budget, he said, adding that a meeting of the full Commission would be convened prior to the final allocation.

Asked whether the eight per cent GDP growth was achievable, he said: ‘‘We are already working elaborately on the mid-term review of the 10th plan.’’
