NEW DELHI, MARCH 15: The Delhi High Court will resume hearing on a petition seeking a probe by the Central Bureau of Investigation into the Tanwar murder case.

The four-year-old sensational case involves the murder of Surender Tanwar, who was allegedly close to former Congress president Sitaram Kesri. The Crime Branch of Delhi Police has already informed the High Court that it was “clueless” as to what provoked the killing of Tanwar.

A petition filed by the All India Young Lawyers’ Association through advocate S N Pandey had alleged that police were deliberately going slow in the probe to “shield certain influential persons connected with the crime”.In its latest affidavit, the Crime Branch, which took over the probe last year, reiterated quoting statements of the widow of Tanwar and other witnesses that the deceased was close to Kesri.

“Dr Tanwar, whose severed parts were found in a South Delhi locality four years ago, was provided with a jeep by Sitaram Kesri and this fact was also confirmed byKaveri Tanwar (wife of Dr Tanwar),” the affidavit said.“She (Kaveri Tanwar) stated that in May 1991 she was posted at Tughlakabad extension branch of Allahabad Bank; that they could not afford petrol; that her husband (Dr Tanwar) talked to Sitaram Kesri and a jeep was provided to them, which remained with them till December 1991,” the Special Investigation Team (SIT) of Crime Branch stated.

“All possible efforts are being made by the SIT of Crime Branch to investigate the case but without any result so far,” the police said.Kesri, who was also questioned by the police, had stated that this relationship with Tanwar was that of a patient and doctor and nothing more than that.

The affidavit, quoting Kaveri Tanwar, further said that two days prior to Tanwar’s alleged abduction on October 28, 1993, he had visited Kesri and was looking sad.

“Two days prior to his death he received a call from Kesri’s house at 9 p.m. He went to Kesri’s house and came back after about 30 minutes, but that time also he waslooking sad,” Kaveri Tanwar told the SIT. On October 28, 1993, Tanwar had left the house in the afternoon on his scooter. The police discovered the scooter at the Batra Hospital parking place on January 21, 1995.

“All efforts to lift finger prints and the person who parked the scooter there failed,” the SIT said.
