JALANDHAR, July 13: Former defence minister K. C. Pant today said that internal security was an essential component of national security and hence police forces all over the country should learn management of strife in terrorist environment.

In his inaugural address to senior police officers at a six-day vertical interaction course at Punjab Police Academy, Phillaur, he said combating terrorism had become top priority in a developing country like India because development was not possible without maintenance of peace.

Pant said terrorism had become an international phenomenon and nexus between arms and narcotics mafia had given it a new dimension and hence new strategies should be chalked out to fight this narco-terrorism. Holding Pakistan responsible for aiding and abetting terrorism in India, Pant said there was a difference between its perception and practice. Pakistan, he added, talked of dialogue on one hand but continued proxy war against India on the other hand and hence police forces would have to remain vigilant against the evil designs of its Inter-Services Intelligence agency.
