The three-day Vichar Manthan Shivir of the Congress, beginning July 7 here in Shimla, would deliberate on five key issues: Party and political challenges, rural reconstruction, social emancipation, people-oriented governance and electoral preparedness and organisational reforms. Five working papers would be prepared by five committees which would then be deliberated upon by the 260-odd delegates at the brainstroming session.

Disclosing this to mediapersons, party general secretary Ambika Soni, who was here to inspect the arrangements, said the five committees will be headed by Arjun Singh, Balram Jhakhar, Veerappa Moily, P.R. Kendiya and Gulam Nabi Azad respectively. Besides, a coordination committee has been set up to vet these papers which would be sent to All India Congress Committee (AICC) chief Sonia Gandhi.

Only electronic media and still lensmen would be allowed inside the Shivir venue for the inaugural and valedictory speech by Sonia for security reasons.

However, close-circuit TVs would be made available to the print media at the venue where a media centre would be set up to enable mediamen to cover the mega event.

Sonia would address the inaugural session on July 7 and deliver the valedictory speech on July 9.

The AICC general secretary said Jaipal Reddy and another senior party leader would brief the press tentatively around 4 pm everyday after the deliberations.

Chief Parliamentary Secretary in the Virbhadra Singh government Mukesh Agnihotri would look after mediapersons. He would be assisted by three spokespersons. ‘‘We will made sufficient arrangements so that we are not found wanting in our response,’’ Soni remarked.

In reply to a question, she said there were clear instructions from the AICC chief that no inconvenience be caused to the local people during the Shivir. Asked how much expenditure would be incurred on organising the Shivir, Soni said that the party chief has instructed that austerity be observed.
