With the notion of delivering governance changing, a new commission is being set up that will examine Centre-state relations in this light. Observing that there have been instances of friction between the Centre and states on certain issues, Home Minister Shivraj Patil said the terms of reference are being worked out by a Group of Ministers.

On the issue of greater autonomy for J-K raised by National Conference, Patil said the Centre was willing to discuss all issues, including those relating to tax, revenue collection and legal matters. He was, however, silent on whether the Centre would set up a committee to examine the issue of autonomy. He said: ‘‘These issues can be taken up at meetings of the National Integration Council, those of the chief ministers and at the level of the Prime Minister. They can also be discussed by the new commission being set up to look at Centre-states relations.’’
