CHANDIGARH, FEBRUARY 14: Blaming the social and cultural backwardness of Haryana on lack of a state capital, the Congress has sought a separate high court for the state and demanded the state be allowed to set up a capital.
In its election manifesto released on Sunday, the party also demanded transfer of the Hindi-speaking areas of Punjab to Haryana. The party also promises to focus on removal of the scourge of `loot and jhoot (lie)’ from state politics.
The demand for a separate state capital by the party is significant. While it has not pointed out any location for the capital, it says the place should be reflective of the identity of the state. The party, in its manifesto, has blamed the non-Congress governments for not resolving territorial and river water disputes with the neighbouring states. It was the Congress which had signed the Rajiv-Longowal accord for resolving the issue, it points out. The manifesto was released at Rohtak jointly by Haryana PCC president Bhupinder Singh Hooda and chairmanof the state Congress Campaign Committee Shamsher Singh Surjewala.
It also censures Haryana Chief Minister Om Prakash Chautala for forcing elections 15 months ahead of time. The Congress has also promised to change the method of recruitment in services to prevent corruption and favouritism by making pre-selection training compulsory and bifurcating the selection system. The party also promises to regularise services of ad hoc, temporary, daily wage and contract employees and suitably adjust the selected candidates.
