The state Law and Judiciary Department has started working on the draft of the proposed ordinance that will regularise virtually all unauthorised structures built in Ulhasnagar till January 1, 2005.

Officials said the draft would be ready in three or four days. The Cabinet had on Tuesday approved a skeletal draft prepared by the Urban Development Department. ‘‘Now, the Legal Department will have to work out the finer details,’’ an Urban Development official said.

Once the draft is ready, a rough copy will be sent to Governor S M Krishna. If he approves it, the ordinance could be promulgated before the case comes up for hearing in the Bombay High Court on January 11, sources said.

‘‘The draft has to be worded very carefully and it has to give sound justification,’’ said a senior bureaucrat in the Law and Judiciary Department, adding that it wasn’t easy to translate a political decision into legalese.

The government, said a minister, would make a special case for the ordinance because of the current situation in Ulhasnagar. ‘‘Till the ordinance is in place, demolitions will have to continue’’ he added.
