Warning that a sudden spurt in infiltration bids across the LoC in the past month suggests that terror groups are planning to step up activities in the winter season, Army Chief General Deepak Kapoor has said that time is not yet ripe for reduction of troops in J-K.

Kapoor, addressing his first press conference after taking over as Army Chief, said violence in the Valley have come down since last year, but terrorists are making desperate attempts to cross the border before the passes close down due to snow. “Overall, violence levels may have come down to 50 per cent as compared to last year, but at the same time, in the last few months a large number of cases of infiltration have occurred as the passes will close from November,” he said at the conclusion of the biannual Army Commander’s Conference.

The Army Chief added that insurgency in the Valley is not only being fuelled from across the LoC, but militants are also finding new routes to enter the state. “Terrorism is being fed not only via the land route but through other countries also,” he said.
