Insisting that there is a rise in militancy-related violence in Jammu and Kashmir, new Army Chief General Deepak Kapoor on Saturday said there will be no troop reduction till the state returns to normalcy."The attempts by militants to infiltrate into the Kashmir Valley for increasing the level of violence are still continuing. The killing of nine militants here on Wednesday and three in Tangdhar yesterday is a proof of it," he said after being briefed by the officers of 34 Rashtriya Rifles in Budgam.
