A division Bench of the Punjab and Haryana High Court said on Friday that no delay will be tolerated in the construction of flyovers for the Zirakpur-Parwanoo road project on any account.During the resumed hearing of a public interest litigation (PIL), concerning the National Highway-22 project, Justice Uma Nath Singh and Justice Daya Chaudhary directed the deputy commissioners of Panipat, Sonepat and Panchkula to remain present in the court on December 16, the next date of hearing, along with the Senior Superintendent of Police (SSP), Panipat. Senior advocate M L Sarin, amicus curiae in the case, referred to a status report filed on behalf of the IRCON Company Limited, in which it was pointed out that a concrete pump installed by it at the Samalkha flyover and underpass at Pasina Khurd had been stolen along with other articles worth Rs 25.25 lakh.“Let a notice be issued to the DGP to file an affidavit as to why costs of stolen IRCON properties be not recovered from the government,” the Bench held. The Haryana Vidyut Prasaran Nigam Limited, meanwhile, said though the National Highway Authority of India (NHAI) had paid Rs 3.71 crore on March 7, 2008, for the removal of electricity polls on the way to Murthal flyover, the work was likely to take time till May 2009 to complete.Taking strong exception to this, the Division Bench held: “Let the managing director of the Central Power Grid Corporation of India or an expert nominated by him inspect the site and submit a report as to how much time is required to complete the job after putting in maximum efforts and fully utilising the funds. The report should be submitted before the next date of hearing.”
