PUNE, March 25: Dr Arun Nigavekar, Vice-Chancellor, Pune University, Dr Vasant Gowariker, former VC, and T C Benjamin, secretary, department of medical education and drugs are amongst seven others against whom process has been issued under sections 465, 420, 468, 166 and 120(B) of the Indian Penal Court.The order was passed by judicial magistrate (first class) R R Kale on a complaint filed by Dr Sachin Sharadchandra Chingre making them accountable for cheating, forgery and criminal conspiracy in what he claims is ``failure of the education system''. The complainant, a student of Tilak Ayurved Mahavidyalaya has alleged that the Masters Degree in Agadtantra run at the institution, for which he paid admission fee of Rs 10,715 in 1996-97, is not approved and is unauthorised by Central Council of Indian Medicine. Despite being aware of this, on October 6, 1996, the accused published an advertisement in a local Marathi daily stating that the course was approved and had a syllabus by the Central Council.The complaint was also filed against Vijay Doiphode, principal, Tilak Ayurved Mahavidyalaya, Dr Pandurang Hari Kulkarni, Governing Council chairperson, of Rashtriya Shikshan Mandal, Dr Suhas Parchure, secretary, governing Council, and Director of Ayurved, Maharashtra. Advocates Harshad Nimbalkar and Sunil Kadam appeared on behalf of complainant.Chingre has claimed that no response was given to queries and he was not allowed to know if the course for was legal or not.
