The National Human Rights Commission directed the Kerala government to pay interim relief of Rs 10,000 each to two Adivasi boys who were allegedly illegally detained by the police.

Earlier, the NHRC sent a show cause notice to the Kerala Chief Secretary asking why the immediate relief was not paid. The government had replied saying it could not make the payment till the criminal cases against the accused officers were disposed off.

NHRC asked for a report from the SP, following a complaint by Kollam-based Christian Cultural Forum, alleging, the Agali police in Pallakad illegally arrested Manikandan (16), Parameswaran and an Adivasi woman, Kupamma, in May 1997. According to the report submitted to the Commission, a joint enquiry by the SP and CB-CID found that the two boys were caught by an estate owner on suspicion of stealing Rs 2,500, but the police did not register a case. In Kupamma’s case the allegation was that she was tortured at the police station.
