October 8: The National Human Rights Commission (NHRC) has constituted a seven-member group to prepare a report on the bonded labourers in the country and make suitable recommendations.

The Commission Secretary General N Gopalaswami said in a statement that the group would have prominent personalities from various fields on its panel who would aim at improving the existing schemes and ensure effective implementation of laws for abolition of bonded labour.

The group would identify bonded-labour prone districts and industries and occupations employing bonded labourers, review the existing laws relating to bonded labour and their enforcement, examine the structure of enforcement system of bonded labour laws and suggest improvements.

Its term of reference would also include training on legal aspects and enforcement of bonded labourers for different target groups such as officers of revenue like the labour and police departments, the advocates and lawyers who handle bonded labour cases and the public prosecutors.

Chaman Lal, Special rapporteur of the commission would function as the convenor of the group, which would also include, S R Sankaran, IAS (Retd), K R Venugopal, IAS (Retd), Special Rapporteur, NHRC, K B Saxena, Principal Adviser, Planning Commission, Vivek Pandit, Samarthan, Swami Agnivesh, President, Bandhua Mukti Morcha, Harsh Mandar, IAS (MP), Country Director, Action Aid as members.
