The anti-kidnapping cell of the Crime Branch, Delhi Police, has busted an illegal manpower racket and rescued 23 people, including a woman. Officials say the racket was busted with the help of Protectorate General of Immigrants and the Ministry of External Affairs. The 23 people were being illegally kept in Ukraine by travel agents, police said.

The matter was brought to Crime Branch’s notice by Nashik resident Suman Shrimali after she and her husband Niranjan were duped by travel agents operating in Maharashtra. They were promised a lucrative job in Europe. Suman said that 28-year-old Jasbir Kaur alias Rani, a Mumbai resident, convinced them to pay Rs 3.2 lakh in August last year.

Niranjan was promised a job in Greece. The money which they paid Kaur was a part of payment for immigration. By the time Niranjan reached Moscow on a valid visa, Suman had deposited another Rs 1.8 lakh in Kaur’s accomplice Kuldeep Singh’s bank account in New Delhi.

Then Suman got a call from Niranjan who said he was kept confined in Moscow. He also managed to give her his number which Suman passed onto the Crime Branch. The number helped police trace the 23 people in Moscow.

Officials said Jasbir Kaur has been arrested and further investigations are on to find her associates Kuldeep, Dr S.C. Nagpal of Ganga Nagar and Kaur’s husband Ravinder Singh who stays in Greece.

Police said Singh was allegedly the mastermind of the entire operation. The modus operandi involved luring an aspirant with a promising job in exchange for Rs 5 lakh. They would then arrange his travel from India to Russia on a valid visa.

Once the person reached Russia he was transported to Ukraine where he was kept in sub-zero conditions without proper clothing and food. The gang would then send the person illegally to Greece concealed in a milk tanker in which, police said, chances of survival are low.
