LONELY VIGIL: Unaware that he had been transferred, police commissioner S C Malhotra on Wednesday maintained he had not received any official information till late evening.

AUGUST 20: After a sudden upsurge of bloodshed and death in the city, which provoked caustic remarks about "an ineffectual police machinery" by the Shiv Sena chief Bal Thackeray, a panicked state government today shunted out the Commissioner of Police Subhash Chandra Malhotra and Joint Commissioner (Law and Order) Charan Singh Azad to non-executive posts.

Eighteen other top police officials have also been transferred across the state. This is the biggest ever reshuffle of top police officials since the Sena-BJP assumed power two-and-a-half-years ago.Apart from Malhotra and Azad, Commissioners of Nagpur, Pune and Solapur have also been transferred with immediate effect. They have been asked to take over their new assignments from today itself and report to Director General of Police A S Samra.

“For administrative reasons, Malhotra will be replaced by R H Mendonca, Additional Director General of Police, while P S Pasricha, Special Inspector General of Police (Traffic) will be new Joint Commissioner of Police (Law and Order) in place of Azad,” Chief Minister Manohar Joshi said today.When pointed out that Mendonca has a tenure of just about a month and a half (till September 20), till he is promoted to the post of the Director general of Police, the CM stated that they have to decide on that on the given day.P K B Chakravarty, K K Kashyap and Ahmad Javed will be the new Commissioners of Nagpur, Pune and Solapur respectively.

Joshi said Malhotra has been appointed the Managing Director of Maharashtra Police Housing and Welfare Corporation in place of S S Puri, while Azad has been shifted to the Home Guards in place of V K Talwar.

Puri takes over as Additional DGP (Law and Order) in place of Mendonca. Talwar, Deputy Commandant, Home Guards, has been transferred as special IGP (protection of civil rights), while M G Narawane, Inspector General of Prisons, Pune, has been appointed as special IGP (Traffic) in place of Pasricha. Commissioner of Police (Nagpur) T Singarwel will replace Narwane.After an inquiry against him, Samra had recommended that Singarwel should be shifted from Nagpur immediately. But it has taken the alliance government more than eight months to implement the recommendation.

K K Kashyap, Commissioner (CID Intelligence) has been transferred as Commissioner of Police, Pune to replace A K Agarwal, who would now be the new special IGP (Anti-Corruption Bureau) Mumbai. P K B Chakravarty, special IGP (Protection of Civil Rights) has been transferred as Commissioner of Police Nagpur, while D N Jadhav special IGP (Railways) hasbeen transferred as the Commissioner (CID Intelligence), Mumbai. S S Suradkar, who was on “compulsory waiting”, has been appointed as the Special IGP (Railway), Mumbai. T C Wankhede, the Director of Public Prosecution, Mumbai, has been appointed as the special IGP (planning and coordination) Mumbai. P P P Sharma, the Additional Commissioner, Pune, has been appointed as the DIG, CID (Crime), Pune.

S S Wagal, the Additional Commissioner, Mumbai, has been appointed as the DIG, Amravati, in place of Pankaj Gupta, who has been shifted as the DIG, SRPF, Nagpur.

C Prabhakar, the Deputy Commissioner of Police, has been promoted as the Additional Commissioner and posted in Mumbai.

Ahmed Javed has also been been promoted and posted as the Commissioner of Police, Solapur in place of Mahesh Gauri, who has been shifted to Pune as the Additional Commissioner of Police.
