Separatist leader Shabir Ahmad Shah today asked the moderate faction of the Hurriyat Conference to make its roadmap and other proposals for resolving the Kashmir issue public, before discussing them with the Centre and Pakistan.

‘‘The Hurriyat leadership is discussing the proposals with New Delhi and Islamabad without the people, separatist organisations and militant leadership knowing what the proposals are,’’ said Shah, who heads the Democratic Freedom Party.

He said though he did not doubt the sincerity of leaders like Mirwaiz Umar Farooq, who were holding the talks, the people had the right to know the proposals.

Shah’s comment comes four days after the Mirwaiz faction of the Hurriyat held its second round of talks with Prime Minister Manmohan Singh. Shah told the Hurriyat to evolve a consensus within the state on its proposals before further discussions with the Centre and Pakistan. He said the Hurriyat must take separatist and militant groups and the people of Jammu, Kashmir and Ladakh, into confidence.
