The Appropriation Bill 2003, introduced by Finance Minister Jaswant Singh was discussed in a near-empty Rajya Sabha today with Congressman T. Subbarami Reddy leading the Opposition charge and RJD chief Laloo Prasad Yadav packing it with sound-and-fury.
The Congress top-rung never showed up during the discussion nor did the CPI-M members. And the same could be said about the treasury benches which remained mostly vacant.
Initiating the discussion, Reddy touched upon the Government’s failure on the agro-industrial front, but his attack was targeted at the Indian financial institutions’ inability to provide long term loan to industry. ‘‘How do you expect the industry to grow?’’ he said.
Talking about farmers, Reddy said the Centre is yet to initiate steps to combat drought or arrest the slump in sugar industry. ‘‘Even the rich states are now facing downslide and are on the verge of bankruptcy. All financial powers of the states have been taken away by the Centre,’’ he said.
But the star of the Opposition attack was Laloo who was concerned about upholding Bihar’s pride than discussing the finance Bill. Laloo questioned the PM’s decision to extend a ‘‘friendly hand’’ to Pakistan once again. ‘‘He had talked about aar paar ki ladai and now he wants to talk to Pakistan. Who is he to pardon the terrorists who attacked our Parliament and killed our jawans?’’
