THIRUVANANTHAPURAM, December 4: Speaker M Vijayakumar today said he wanted all MLAs in the State to be equipped with a personal computer so that they could function more effectively in their public role, in keeping with the age of information explosion. While inaugurating an on-line facility at the Thiruvananthapuram Bar Association library for access to the Supreme Court Website on Internet and KLT Law Net, the Speaker said effective human activities were now impossible without the help of computers. He said the proposal for personal computers for MLAs was under his active consideration. The on-line facility at the Bar Association library would enable the members to access AIRs (All India Records) that provide all the Supreme Court judgments in toto in addition to important High Court orders and other developments on the legal front. The facility would be operational in a few days.Meanwhile, Speaker M Vijayakumar mooted an implementation committee of Assembly to look into the "fate of resolutions passed by the House".The Speaker lamented the lack of respect of the Government for Assembly resolutions. He was referring to the fate of a House resolution in 1958 that called for the setting up of a High Court bench in Thiruvananthapuram."The resolution has not been implemented even after several decades. It is sad that there is no law now to ensure that the resolutions are implemented. An Implementation Committee of the Assembly may help in this direction," the Speaker said.Regarding the demand for High Court bench here, he said "it can no more be ignored by the Government. The public sentiment is so strong on this issue that the Government will be forced to set up the bench soon. No vested interest can prevent it now," Vijayakumar said.He praised the crusade of the Thiruvananthapuram Bar Association for the bench. The meeting was presided over by Bar Association president Vellarada Viswanathan. Antony Raju, MLA, District and Sessions Judge M A Nissar and Legislature Secretary Rajendra Babu also participated.
