JAMMU, July 17: He may be a top leader of a terrorist outfit banned by the United States, but he remains an employee for the Jammu and Kashmir Government albeit under suspension. This is the case of the Deputy Supreme Commander of the Harkat-ul-Ansar (HUA), Ghulam Nabi Baba alias Parvez Baba, who was arrested by the Border Security Force for his alleged involvement in militant activities, including bomb blasts and attacks on security forces, over six months ago. Though Baba continues in the custody of the state police, he is still an employee of the State Government's Power Development Department (PDD). He was posted as a junior engineer at Srinagar at the time of arrest. Till now, the state government has not terminated his services, despite recommendations by the state police to the contrary.Baba was considered to be a prized catch for the security forces in view of his having the knowledge about the fate of four Western tourists abducted by Al Faran from Pahalgam in Kashmir Valley three years ago. Hehad, during interrogation, revealed that the Al Faran was a group comprising of some HUA militants and they had killed the hostages soon after the elimination of their hot headed chief, Abdul Hamid Turki, in an encounter with the security forces in December 1995. However, to keep the world guessing about the fate of the hostages, he had eliminated the HUA leaders who wanted to disclose the turth to the media. Substantiating, sources said the PDD, after his arrest, had issued a show cause notice to Baba, asking him to explain as to why his services be not terminated. However, Baba continues to be a suspended employee of the Government for want of any penal action against him so far.
