A White House official said on Wednesday that a UN Security Council debate over a new resolution against Iraq was coming to an end and that there is a possibility of a failure to reach agreement.
With France and Russia opposed to parts of a new US-draft resolution offered by Washington on Monday, White House spokesman Ari Fleischer declined to predict what the outcome would be.
‘‘I think that the end is coming into sight,’’ he told reporters. Fleischer said the outcome would be ‘‘either an agreement or a failure to reach agreement.’’
The last US draft proposals included no explicit authorisation of war but they declared Iraq in ‘‘material breach’’ and threatened ‘‘serious consequences,’’ language Washington could interpret as sufficient to allow the use of force.
