External Affairs Minister Natwar Singh said here today that India and Russia were for strengthening a strategic partnership based on their long-standing time-tested friendship.Singh is in Moscow, to co-chair the 11th meeting of the Indo-Russian Inter-Governmental Commission on trade, economic, scientific-technological and cultural cooperation, during which, Singh said, a number of programmes would be discussed for future bilateral cooperation.During his four-day stay, Singh will call on President Vladimir Putin and Foreign Minister Sergei Lavrov to discuss bilateral and multilateral issues of mutual interest.Singh will also participate in Putin’s meeting with Shanghai Cooperation Organisation (SCO) leaders and represent India at the SCO Council of Heads of Government meeting. Singh said India saw much opportunity for cooperation with the SCO in the areas of trade, investment, finance , banking and transportation.
