Himachal Pradesh has removed colonial provisions in its jail manual which “prohibited” wearing of Gandhi caps, a top police official has said. The banning of Gandhi caps inside jails was included in a clause of the Punjab Jail Manual of 1916, which is still being followed by prisons in Delhi, Haryana and Punjab. “Prisons in the state are today guided by a new jail manual which does not have any provision banning prisoners from wearing a Gandhi cap and black pugree (turban),” state Additional Director General of Police (Prisons) Ashok Kumar Sood said.
