NEW DELHI, JANUARY 27: The Delhi High Court on Thursday issued notices to the centre, the Delhi government and the city police commissioner on a petition seeking protection to delinquent children and various welfare measures for them in different welfare homes in the capital.

A division bench comprising Chief Justice S N Variava and Justice Cyriac Joseph also issued notices to Juvenile Welfare Board for Boys, Juvenile Welfare Board for Girls, Asha Kiran Home for Mentally Retarded Children and Deaf and Dumb School and directed all the respondents to file replies by March 6.

The petition filed by former Juvenile Welfare Board (JWB) chairman B S Gahlaut said there was urgent need for taking concrete steps for “meaningful rehabilitation” of juveniles and protect them from falling in the trap of elements involved in flesh trade and other unsocial activities.

The petitioner said the Juvenile Justice Act should be implemented strictly and each delinquent child be produced before JWB and no NGO should beallowed to keep the neglected children in their homes without the Board’s permission.

Gahlaut said JWB had in November 1998 issued various directions regarding rehabilitation of children found begging at the traffic intersections in the city, but those were not implemented by the authorities.

He said the Government should allow social activists to visit Asha Kiran Home if they wanted to provide help to the children.
