NEW DELHI, DECEMBER 22: The Delhi High Court on Wednesday expressed concern over escort vehicles moving with VIPs "pushing" aside other vehicles and blaring uninterrupted sirens while running on the Capital’s roads.

"It is understandable that vehicle movement is closed when the President and Prime Minister are passing through a particular road. But it has been seen that the two gypsies escorting other VIPs’ cars are pushing other vehicles aside," Chief Justice S N Variava and Justice S K Mahajan said while hearing a suo motu plea on the issue.

The court had initiated action in this regard following the alleged beating up of a private firm official Martin Massey in March 1997 after he strayed on the Prime Minister’s route.

Government counsel Rakesh Tiku submitted the "blue book" on VIP security before the court saying the escort to a VIP was being given according to the "threat perception" .

"Threat perception varies from person to person, and even different prime ministers had different threatperceptions," he said.
