GUWAHATI, April 15: The Government may consider amendments to the Constitution to bring about a long-lasting solution to the insurgency problem in Assam and the North-East, Prime Minister Atal Behari Vajpayee said here today.Replying to questions at a press conference before winding up his two-day tour of Assam, Vajpayee said that whether conditional or unconditional, talks with the militant groups will have to be within the parameters specified in the Constitution.``Unconditional talks do not mean flouting constitutional norms,'' Vajpayee added, when pointed out that his predecessors H D Deve Gowda and I K Gujral had offered to hold unconditional talks with the rebel groups seeking separation from India.He extended an invitation to the militant groups to hold talks, because he said, ``My government is committed to holding talks, to restore peace.''``And if such an effort to restore peace demands changes or amendments to the Constitution, that may be considered too,'' Vajpayee said. Vajpayee deniedknowledge about the Government opening up any channel of communication with the rebel leaders of the outlawed groups, as reportedly claimed by Defence Minister George Fernandes.Vajpayee said talks with the Naga rebel groups would be held soon. He also said that his Government was prepared to hold talks with the Bodo leaders who have renewed their demand for a separate State. ``They should not start a new agitation. I am ready to talk with them,'' he said. Vajpayee said the government would soon re-evaluate the special economic packages earlier announced by the United Front governments for the North-East.
