NEW DELHI, FEBRUARY 12: The Election Commission today further relaxed its guideline to make electoral identity card a key document for voters to exercise their franchise in the February 22 assembly polls in Haryana.In a communication to the Haryana Chief Electoral Officer (CEO), the Commission listed nearly 11 other similar documents which could be used to establish the identity of the voters at the polling station.

The fresh list of documents to establish voter identity includes arms licence, physically handicapped certificate, student identity card, railway-bus pass, freedom fighter I-card, school leaving certificate, original degree or mark sheet, pension payment order and ex-servicemen’s widow dependent certificate.

The Commission’s decision comes in the wake of clarification sought by the Haryana CEO whether "any other similar documents establishing the identity of the elector to the satisfaction of the presiding officers" could be used for polling purposes.

This is for the first time that the Commission has made it mandatory for Haryana voters to produce their identity cards or some other documentary evidence for casting their ballot.

Almost 90 per cent of the 1.11 crore electorate in Haryana have been provided with cards. Others would be required to bring some documentary evidence to prove their identity to the satisfaction of the presiding officers.

Earlier, the Commission had issued a list of documents including ration cards, driving licenses, passports, identity cards issued by the central or state governments, public sector undertakings, local bodies or other private industrial houses, property or tax documents, passbooks issued by banks and post offices, kisan pass books, electricity bills and chula tax bills for production by voters at the polling stations.
