Despite the Department of Public Enterprises’ (DPE) own order of March 2004 not to include public men on the board of public sector companies, minister for heavy industries and DPE Santosh Mohan Deb has forwarded names of three persons — two associated with the Congress — to the search committee, for a place on the board of BHEL. The third name is Raman Sidhu of the HSBC.

The Congress members are Imran-Ur-Rehman Kidwai, formerly a special invitee to the Congress Working Committee (CWC) and a relative of Mohsina Kidwai, and Iqbal Singh, AICC secretary (Bihar).

The Search Committee had objected to their induction and asked the DPE to clarify whether to go against the March 2004 norms. There have not been any appointments of ‘public men’ or politicians on the boards of PSUs since the DPE order.

It is learnt that though the search committee had no objection to Sidhu’s name, as he is a professional, they decided to send back the entire list.

Even before Deb’s proposal, the Search Committee had forwarded six names, including that of former secretary in the department of economic affairs and principal of the Administrative Staff College of India, EAS Sarma, SEBI member Madhukar and DS Group’s president Ashok K Aggrawal.

Out of this list, it is learnt that the ministry struck down the name of Dr Sarma. Madhukar declined the offer.

At present, there’s a vacancy for eight independent board directors and till now, the administrative ministry has shortlisted four names, including that of Ashok Aggrawal and sent them to the Department of Personnel for initiating approval from the Appointments Committee of the Cabinet.
