India’s democratic character and its commitment to multi-polarism might make it difficult for the US to deal with it in the future, a discussion paper released by the National Intelligence Council has said.

‘‘US-Indian relations may turn out to be a less stable version of America’s relations with France. Ironically it is India’s democratic character which might make it difficult for the US to deal with in the future, partly because of the individuals that may be involved and partly because of the structure,’’ it said.

According to the paper there are a number of questions that need to be answered in order to understand India’s emerging place in the world like the country’s commitment to multi-polarism and its obsession with being autonomous.

‘‘There are also a number of crisis points that could throw India off balance like conflict with Pakistan or the prospect of internal terrorism within India,’’ it says. The paper goes on to express doubt on whether the US-led order can accommodate ‘‘rising non-western powers like India and China’’.
