The apex authority of Civil Aviation which runs all the country’s airports, the Airport Authority of India (AAI) is being run by daily wage employees! As this newspaper reported on August 29, no permanent replacement has been found for D.V. Gupta who retired as AAI chairman on December 31, 2001.
S.K. Narula, the Member Personnel, was asked to hold temporary charge, but his tenure as Member itself ended on August 25.
After this newspaper reported Narula’s tenure had run out and so his continuation in office was illegal, the Ministry of Civil Aviation put out an office order on September 2, saying that Narula had been appointed to the post of Member Personnel, with effect from August 26! Interestingly, Narula was interviewed by the Public Enterprise Selection Board for this particular job only on September 19, a full seventeen days after the ministry confirmed that he had been appointed to the post. His papers have yet to be processed by the Appointment Committee of the Cabinet .
V.D.V. Prasad Rao, the Member Finance, is also on 90-day extension after his tenure ended in the first week of this month.
K. Ramalingam, who is the Member Planning, is already doubling as Member Operations, as well since no replacement has been found so far for Roby Lal who retired as Member Operations, many months ago. Ramalingam’s tenure also expires at the end of the month.
No interviews have been held for either Rao or Ramalingam’s job as yet. Interviews were held for Roby Lal’s job four months ago, but the vacancy has yet to be filled.
