In December 2007, a TV channel had shown Illiyas accepting a bribe of Rs 10,000 at the state legislators’ hostel in Kolkata from reporters of the channel.

They had posed as NGO officials, who approached the MLA for a certificate.

The committee went through the CDs and printouts of conversations between the reporters and Illiyas. The forensic reports had not established that after accepting a bundle of notes, the MLA signed on the certificate.

But according to the recorded conversation, it was clear that he had committed a breach of conduct, the committee noted.
