In a surprise move, the Communist Party of China (CPC) has issued new guidelines to expand ‘democracy’ and democratic elections while maintaining its ruling status as well as social stability and security.

A December 4 notice issued by the general offices of the CPC Central Committee and the State Council said that the (Chinese) central authorities have called for buliding a favourable social environment for security and stability.

The notice says that building a favourable social environment for stability and security is a project that relates to establishing a socialist harmonious society and promoting co-ordinated economic and social development.

It also asks for improvement in the democratic system and enlarging the channels for Chinese citizens to ensure their involvement in a democratic election, improvement of the state of migrant workers saying that the legitimate interests of migrant workers should be taken care of.

CPC committees and governments have been requested to do their best to deal with the issues concerning fundamental interests of the citizens.

An appeal to strengthen the employment service, social security and social aid system by resolutely preventing the behaviours which harm people’s interests is also included in the notice.

The Chinese President and CPC General Secretary Hu Jintao, however, has said that the nation will not ape the western-style of democracy.
