In pursuance of the Patna High Court directive to the Union Government to certify the Bihar government’s claim that security for the Golden Quadrilateral road project in the state was fool-proof, Solicitor General Nageshwar Rao today appeared in the court, hearing the murder case of NHAI project manager Satyendra Dubey, but the matter was adjourned for March 3 due to the absence of a judge.

The solicitor general sought court’s permission to file ‘‘a sealed confidential report’’ on behalf of Union Home ministry and another affidavit on behalf of Ministry of Surface Transport, but Chief Justice Ravi S. Dhavan told him that due to absence of Justice Shashank Kumar Singh, the case would be heard on March 3.

In the affidavit filed on behalf of the Union Surface Transport ministry, a copy of which was served to the plaintiff, it was said the bad law and order situation has been a major contributory factor for the project’s slow pace.
