The BJP today said that the Congress-PDP common minimum programme (CMP) for Jammu and Kashmir is ‘‘soft and liberal’’ towards terrorists.

Party general secretary Mukhtar Abbas Naqvi said: ‘‘The CMP is less concerned about development. By dissolving the Special Operations Group and deciding not to use POTA, it is being liberal towards terrorists.’’

Asked if the CMP would lead to a confrontation between the Centre and the state government, Naqvi said: ‘‘There is no question of any confrontation. The Centre will fully support all development initiatives of the new government. However, the Centre expects that no action of the state government helps terrorists and separatist forces.’’
