NEW DELHI, Oct 29: The Congress, in its draft manifesto for Assembly elections in Delhi, has committed itself to taking “appropriate action” against all those found guilty in the 1984 anti-Sikh riots.

“The Congress commits itself to taking appropriate action as per the Court’s direction against all those found guilty by law,” the draft manifesto says in a brief reference to the riots which erupted in the wake of assassination of late Prime Minister Indira Gandhi.

Expressing concern over the unprecedented spurt in incidents of murder, rape, theft, kidnapping and extortion, the party has promised a number of steps to improve the law and order situation in the Capital.

“No area, no section has felt secure during the five years of BJP rule,” it says, adding that the spurt in incidents had put Delhi on top of the crime graph of the nation.

Detailing the steps to improve the situation, it says that civil defence committees would be reactivated, proposal for a special women police force would be takenup with the Centre to tackle crimes against women as also augmenting police force in the Capital.

The draft manifesto notes that a major factor behind the growing insecurity has been the “confrontation” between the Chief Minister and the Police Commissioner. This state of affairs will end if the party is voted to power, it says.

Promising good governance, the draft manifesto commits itself to providing a healthy, clean, transparent, efficient and responsive administration through a series of measures including introduction of an administrative code.

On the issue of electricity and water, the draft manifesto says the Delhi Pradesh Congress Committee is acutely aware of the sufferings caused to citizens by the shortage of electric power supply and water.

“BJP Government’s criminal neglect of Delhi’s energy needs has rendered the capital an area of darkness, a veritable haven for thieves and murderers,” it says, charging the BJP Government with not making any attempt to devise new powerschemes.

Unveiling a multi-pronged strategy to tide over the problem, it promises replacement of outdated IP thermal plant by a new gas-based power plant and setting up of three naphtha-based power plants with 50 to 100 MW capacity at Dwarka, Kondli, Ghroli and Narela.

The functioning of the Delhi Vidyut Board will be reviewed and its efficiency improved, it says, noting that the plant load factor of the DVB is the lowest in the country.

It also details the short and long-term measures for greater availability of water in the Capital, including digging of 150 tube wells to yield more than 20 million gallons daily along the marginal bandh in Alipore.
