Moderate Kashmiri leaders who are willing to talk to the government may be rewarded in the hope of encouraging others to follow suit, according to Home Minister Shivraj Patil. The government will also look into the possibility of Prime Minister Manmohan Singh talking to them, Patil said in an interview to BBC’s HARDtalk India programme on Friday.
